This chronology summarises regulatory and administrative approaches employed by the federal government to control and monitor research and commercial applications of gene technology from its beginnings until early 2008. In 2008, it became legal for genetically modified canola varieties approved by the Commonwealth’s Office of the Gene Technology Regulator to be grown commercially in Victoria and New South Wales. While not attempting to include a complete bibliography, this chronology does provide references to a selection of reports, journal and newspaper articles that describe the history of gene technology in Australia, the events that provided an impetus to the development of regulation and the dilemmas that are still faced.

Description
This article deconstructs the decision of the Gene Technology Regulator to grant a license to Bayer CropScience Pty Ltd for the commercial release of genetically modified canola under the Gene Technology Act 2000 (Cth). The purpose of the article is to challenge the "science-based" decision making advocated by the Act that in practice relies almost exclusively on qualitative assessments by the Regulator. The article concludes that while more "science" will enhance the Regulator's decisions, this "science" alone is not enough to avoid a further loss of legitimacy with regard to the current regulation of commercial and general releases of genetically modified organisms (and genetically modified products) into the environment.

Description
The novel antimicrobial peptide MiAMP1, originally isolated from the seeds of Macadamia integrifolia, was constitutively expressed in transgenic tobacco and canola plants to test its effect on disease resistance. Analysis of plants transformed with 35S-MiAMP1 construct by northern and western blot analyses demonstrated the presence of MiAMP1 mRNA and the mature peptide in the transgenic plants. The MiAMP1 purified from the leaves of transgenic plants was biologically active with the same in vitro antifungal activity as native MiAMP1 purified from the seeds of macadamia. The effect of MiAMP1 expression on the economically important canola pathogen Leptosphaeria maculans (causal agent of blackleg disease) was evaluated in comparison with an untransformed control line and an azygous segregant derived from one of the transgenic lines. Lesion development on the cotyledons of the inoculated canola seedlings was significantly reduced in the T-2 progeny of seven independently transformed transgenic lines. These results suggested that, transgenic canola expressing MiAMP1 may be useful for the management of blackleg disease.

What is limiting canola yield in southern New South Wales? A diagnosis of casual factors

Description
During the 1990s there was considerable evidence from grower surveys and other regional statistics to suggest that canola (Brassica napus) yields were declining in the medium and high rainfall areas of southern New South Wales (NSW). A paddock survey was conducted across three regions of southern NSW over three consecutive seasons (2003–05) to explore the importance of disease and other possible causes of low productivity. Under-performing paddocks were identified by comparing measured paddock yields with simulated potential yields. The causes of the resultant yield gaps were identified by analysis of the survey results with growers and consultants and from insights provided by the simulation analysis. Seasonal water supply and emergence date accounted for around 70% of the variation in yield across the survey, although no dependence on these variables was evident in 2005 as a result of high spring rainfall. A majority (95) of the 132 paddocks surveyed yielded to within 20% of the simulated potential yield. Disease, while significant in some paddocks, was limited by the dry seasons, there was no evidence for widespread micronutrient deficiencies and most crops were adequately supplied with nitrogen. There was no single cause of under-performance and the impact of those causes varied across regions and seasons. Subsoil constraints (seven paddocks) and late season water stress (six paddocks) were the most common factors associated with under-performance, while five paddocks had inexplicable yield gaps. Restrictions to taproot growth were widespread, especially in the southern region where around 60% of paddocks had significantly restricted taproots in all seasons (>3 on a 0–5 scale). Survey paddocks in which significant root restriction was found were between 10 and 50% below potential yield. Subsequent soil profile analysis identified a range of possible subsoil constraints including high soil strength, sodic or saline subsoils or subsurface acidity and further research is warranted to determine their impact on canola productivity in the region.
